Intentional Feeders

So when will the tribunal finally be back up or some way to punish trolls? Intentional feeders and other people like that have been popping up more and more and I report every game but I don't think they are getting punished. It is quite frustrating to waste 20 minutes for nothing. Especially when it happens once almost every five games.
