Recycling unwanted and unneeded runes

there should really be a way for, when at level 30, a player to take 2 or more of the same runes from say tier 1 and make it into a tier 2 rune. and the take 2 of the same tier 2 runes and turn it into a tier 3. then new players wont have to worry about accidentaly messing something up and us lvl 30s with all these useless runes havent wasted all that IP.. i think thata would be swell. i know there used to be a rune combiner that was taken off for some issues with lower level confusion and for some people whos account was hacked or something but even if we had to make a request to a riot employee or something i think alot of people would appreciate not having to see all their old runes that they spend so much time and IP to get..
