Jihn ult buff
Why are you buffing it to 99% when its current slow at 80% is a good slow? Doesn't the other team deserve to at least be able to move even if they got ulted once by Jihn?

It is going to be reverted, his designer said it.
Probably has implications more when slow resistance from masteries and swifties are involved.
There is a minimum effective movement speed slows can drop you down. It's something in the low 100s I believe.
Thresh's ult wall slow is very powerful (99%) but notice it doesn't effectively root you.
