the description says "+ 1 armor and +0.5 MR for each near by enemy champion" So it is buffing the enemy?

how did you reach that conclusion? ;l
they are your masteries so obviously they are buffing you 1 armor and 0.5 mr for each champion nearby
thats the amount of armor or MR that YOU are getting for each nearby champion, like Irelia's passive tenacity stacking.
