Matchmaking problems

Why am I consistently getting matched with players under level 30? C'mon Riot, I'm tired of new players feeding people who have tier 3 runes and full masteries, only for me to lose a game where I outplayed my lane opponent because the enemy team has a combined 20k gold at eight minutes.

I've begun asking people what level they are when I get into a lobby, and I feel I shouldn't have to do this. Any suggestions besides playing ranked in elo hell? I swear I enjoyed the matchmaking prior to preseason v.
