Skarner VGU

Hello, my IGN is Skraner and I've reached 400k mastery points on Skarner. I have have been playing him for a while now and I would consider myself almost a Skarner one-trick and have several questions regarding his future.

1. I heard several weeks back from a Riot Reddit comment that there would be a Skarner retrospective coming to the boards. Is that still planned?

2. It seems to me that Riot is not happy with Skarner's identity, and it seems difficult to balance for a number of reasons. I know the standard response is, "We do not have the resources to devote to X champion right now", but are there any plans to give Skarner the kind of work necessary for Riot to be happy with him? A full VGU has been suggested, perhaps we could get that sooner than later? Skarner's position and history in League seems that he is deserving of some love so he can finally be acceptable.

3. There is one bug/intentional aspect of Skarner's kit that makes him so clunky and frustrating at times, but since there are only a handful of Skarners left after the Juggernaut nerfs he has not gotten any attention. If you auto attack too quickly after tagging someone with E, he doesn't proc the mark. It's not a big deal because no one cares about him, but duels/chases can be lost because of this.

4. After the Juggernaut rework, I received roughly 3-4 surveys about my feelings towards Skarner. Is there anyway you could say why this information was collected? I'm obviously hopeful more work will be done on him, but I'd love to give input on him.

I check the Boards and Reddit for any and every post about Skarner multiple times every single day, I don't think you understand how passionate I am about this character.
