Question: Why was Garen allowed to keep silence when the likes of Talon LB and Kass lost their?
As he is now, post rework, he can function just the same: he can silence you, spin you, then ult you for the kill.....all while silenced. Especially if you've committed any villainy.
Because his requires him to run into melee range and hit someone to take advantage of it.
Talons was on a teleport, and LB and Kass were ranged point and click.
Garen's burst isn't instant, not even close; all his silence does is keep you from escaping a few ticks of his spin (usually half of it). Bear in mind Garen's silence is also attached to an auto attack, which requires him to be in melee range of you to inflict it.
Talon could kill you before his silence even ended in some cases (albeit this wasn't often), whereas Garen won't do that unless its lategame, and you're the villain.
LeBlanc and Kassadin lost their silences for entirely different reasons (specifically because they were able to silence you, inflict their damage, and then escape before their silence ended so you couldn't trade back with them.
Edit: And before you call me a Garen player, I wouldn't be caught dead playing a filthy demacian.

Because those silences were attached to champions who could also kill you instantly, leading to lanes where they'd just full combo you over and over for free since their silence stopped you from retaliating, and you'd have to leave lane constantly or just die. There was almost no chance to interact at all.
Garen is melee, your chance to interact is before he get's right onto you and auto attacks.
Cho'gath is some bullshit though...
I hate Garen's silence. But it helps him a lot in teamfights if he can't bring on the damage. It's annoying but every champ has annoyances.
I main Pantheon. Silence destroys me.
Silence was removed from them because assassins that can 100% you AND have gap closers don't need a "btw you can't escape" mechanic as well. Garen on the other hand is a tank whose only form of cc is a single target silence and focus.
