Proposed Katarina Rebalance
Here is my idea to rebalance Katarina. She suffers similar symptoms that old fiora had - either not get fed in lane and be absolute crap, or get fed and be a monster that destroys everything. In this post, I'll try to rebalance katarina - giving her tools to make comeback plays while being less "FUCK YOU BITCH" when fed. Additionally, I want to turn Katarina into a champion that has powerful AP burst and a strong sustained AD damage. You can either build her AP to melt the enemy instantly, AD to sustain your damage across long fights, or hybrid for a powerful mix of both. Additional effects highlighed in bold.

Additionally, Katarina's sinister steel and Shunpo are reduced to 1.5 seconds and gain bonus damage equal to 20% of Katarina's AD. I made this passive because I wanted to give Katarina a strong, reliable reset mechanic that would make her less facerolly and more sustained damage

The dagger bounces to the 4 closest enemies dealing 10% less damage with each bounce.Enemies hit are marked for 10 seconds. Katarina's basic attacks or spells will activate the mark dealing 10/20/30/40/50 (+15% Ability Power) (+30% Attack Damage) additional physical damage. Relatively unchanged, but made her Q proc do more physical damage to promote her sustained AD damage in fights. THE Q PROC IS NOT CONSUMED WHENEVER SHE ACTIVATES IT, BUT INSTEAD IT LASTS 10 SECONDS

If she hits an enemy Champion, Katarina gains a burst of speed for a short duration. Whirls daggers in a circle dealing 40/75/110/145/180 (+60% bonus Attack Damage) (+25% Ability Power) magic damage. If she hits an enemy Champion, Katarina gains 15/20/25/30/35% movement speed for 1.5 seconds and 5/10/15/20/25 bonus armor/MR for 1.5 seconds. Buffed significantly. While the CD was increased by alot, she gains a crapton of stickiness and survivability. With her passive, she can run around fights and keep a constant damage to the enemy

If the target is an enemy, she deals damage. Teleports to a target's location. Deals 40/70/100/130/160 (+25% Attack Damage) physical damage if the target is an enemy. After using Shunpo, Katarina takes 15% reduced damage for 1.5 seconds. Increased the cooldown, made it unlock whenever she accesses via her passive instead. Made it deal physical damage based off of AD scaling to promote her sustained damage. I felt like I had to reduce her range on her E because I didnt want it to be too oppressive when she got resets.

Daggers deal magic damage and reduce incoming healing on targets hit. Becomes a flurry of blades, throwing daggers at the closest 3 enemy Champions dealing 350/550/750 (+300% Attack Damage) (+100% Ability Power) magic damage over 2.5 seconds. Daggers apply Grievous Wounds, reducing incoming healing by 50% for 3 seconds. Does less damage to compensate for her buffs on other abilities
REMEMBER! I DONT WORK FOR RITO! THESE NUMBERS ARE NOT FINAL, JUST ESTIMATES. Before Katarina could just ult into a teamfight and either destroy the entire team just by pressing R or instantly get CCed and die. With this rework, I'm trying to make Katarina less reliant on her ultimate (burst) and more reliant on her AD sustained damage as the fight progresses, while still being a strong initial burst champion. Thatis, if Katarina gets interrupted during her ult, she has ways to come back via her passive and still win fights. The general strategy is to go in with your ultimate and deal quite a bit of MAGIC damage while also proccing your passive. Whenever your ultimate ends, you can finish off the enemy team by very quickly dashing around and sticking to your targets, dealing PHYSICAL damage.
