Why does Riot ignore Garen?
He is so underwhelming. He would be decent with some form of cc.

Because a silence isn’t enough cc for someone with a 50% true damage point and click execute.
The last change for Garen was like 2 patches ago and they buffed his W and Q I believe, he isn't ignored and he isn't bad.

Garen is very strong. I play Ap Garen sometimes and I can kill my laner and can oneshot with my full combo
If you want to try out a Garen with a bit more oomph, try out building Trinity force on him, it's pretty fun. You don't get more cc, but you do a ton of damage to squishies.
They should buff his passive, at level 16 the regeneration should be unstoppable. That would allow him to be useful in late game.
