Gragas (Q) has 70% damage to minions?

Why are riot not fixing Gragas (Q) to 100% damage to minions, I mean wouldnt it be a funnier and more healthy game if you could go Gragas in any other lane then jungle? Especially now when he looks to get nerfed...

gragas can go in other lanes, he can top seen it often, hell he use to be a mid lane full ap mage

seen him as support as well
