Experiencing weird Gameplay, anyone else experiencing?

Hey everyone, I am experiencing a seemingly unique problem. Whenever I play league of legends, I experience 1-2 second freeze about ever 15 second in game. Sometimes a couple minutes a part, sometimes 3 seconds apart. But the point is they are pretty frequent and unpredictable. When I use the term "freeze", I mean that my everything will completely stop for 1-2 seconds, and then I everything will instantly change and My champion and everyone else will be somewhere else. Sometimes champions and minions continue moving in the path they were headed before the freeze, then appear somewhere else after the freeze. Please if anyone else at all has experienced something like please let me know. I know it is not my computer and all my statistics in cpu and everything are normal with no spikes. All of my other game work perfectly. Additionally, It shows a ping spike up to 600 or sometimes over 1000 during these freezes. I have tried it on my home wifi connection as well as a hotel connection and my phone wifi hotspot. I have tried every single troubleshooting option the league of legends offers and advises such as uninstalling pando, disabling peer to peer etc. I just don't know what to do anymore. I have a brand new asus gaming laptop and it was doing this before i got my new laptop as well. I just don't understand.
