PBE account creation loggin in problems

Ok so today I decided to try and create/get a PBE account so I and try out and test things to help with the League community so I found the website where you sighn up for a PBE account I clicked the 'I WANT TO HELP!' box and it asked me to login fair enough ok, so I did I made sure everything was correct name,password and region I even filled in the CAPCHA correctly and yes I'm a Level 30 but when I click login all it does is show a spinning loading icon showing its trying to log me in but it's taking FOREVER I've been waiting for nearly half an hour and it still can't log me in. I am able to login at http://na.leagueoflegends.com/en/site/guide/index.html but not at https://pbesignup.na.leagueoflegends.com/en/pbe where I need to login to get a PBE account. Is anyone else having this problem? Is this just a normal thing and I should wait longer? Please help.

You can't just "create" a PBE account. Riot controls PBE access and decides who gets an account. You can only login to the PBE if they choose you to test.
