Time to Nerf Malphazar and the other "Fake" Mages.

Since LCS is now using him, its time to nerf this cancer into the ground. He has virtually no counterplay other then being "Squishy" which is the same defense that has and we all know how that is working out.

While your at it, nerf the other fake mage or at least rework her to make her have skillshots and conform to every other mage on the planet. You said you wanted to lower the amount of time that Assassins can burst... so is Annie blowing everyone up in .5 seconds fair, or are you just full of shit Riot, as usual?
