well as riven you should have item 3071 as always item 3036 dont give cooldown or alot of pure ad so ideally

item 3142 item 3071 combo giving 30% cdr 110 ad with you reduce a targets armor by 5% for each stack up to 6 times so 30% armor reduction and gives a flat 20 armor pen. let alone the passive ms you get from combined with the active ms of and rivens natural mobility makes her one quick chick

item 3033 can also be used instead of Black Cleaver if you're up against a toplaner with a lot of sustain. It's often a good idea to build GBelt or Kindlegem in between to pad up your HP pool, though.

Flat armor penetration is for reducing the armor of Champions who aren't buying any as close to 0 as possible. % Armor Penetration is for shredding through the armor of tanks once they've stacked a good amount of it up.

When you should build either is heavily dictated by which champion you are playing, and also what your lane opponent/the enemy team is building.
