jungle timers

so i was wondering on my account my jungle timers for blue/red/dragon/baron are always up at the top no matter if im hitting tab or not and i thought that was natural but when i was at my friends house i noticed his wasnt always at the top he has to hold tab and asked why he doesnt always has his up at the top. and after about 30 minutes of looking throught he settings i couldnt find where it would keep it at the top. so i was wondering is mine broken or does he not have the setting?
