@Riot, is Dynamic Queue messed up?

Lately I have seen queue times increase in both normals draft and ranked draft and more importantly I have gotten my secondary role in 8 of the 9 previous ranked games. I feel like there are some major issues in the algorithm at work here and to be frank I am pretty salty about the rate I get my secondary role, I would gladly wait longer in queue if it meant I got my main role more often. Another possible suggestion is to guarantee a person's primary in promos because I have gotten my secondary for both promo games the last two sets of promos and that is another pain point for me.
