Is vladimir a drain tank?

Im curious if he is because aatrox got reworked because he was a drain tank and league claims to be moving away from that direction. I only ask this because it seems to be very hard to kill vlad because of his healing abilities.

I think you can build Vlad as a drain tank, but he honestly has less healing than live Aatrox when ahead.

Aatrox players will probably tell you that the healing is conditional, and it is; but it's an even more feast or famine mechanic, imo, than Vlad, who always has CD on his healing, no matter how far ahead he is.

He was designed to be when he first came out. Not sure what Riot wants him to be now, but most play him as a squishy mage.
