You think 5 kills per in 20 minutes is bad?
Try 5-6 kills per by 10 minutes. That's a feeder team. And that's what happens A LOT.
Last night I got my first chat ban in like 4 months.... because I hand conversations like this with 4 feeder teams..... and I mean one right after another.... one team actually had 4 inters who did less than 3000 damage by 27 minutes and less than 40 cs each. No Joke.
P.S. Riot seems to have gotten more lenient with punishments, but now they are also tracking pregame and post game.... so the net result is going to be MORE bans, because people generally post game rage.

Olaf like the game after, ignored farming entirely. Proceeded to int barrel bot lane level 2 after blue buff, feed once, then went, fed again, and then went top level 2, fed them as well. He ended game with 34 cs and 3340 gold. Rammus top gave up or something, fed top twice, then came to my mid, turret dived talon over and over. Would taunt him under talon's turret...... and then just sit there. no auto attacks, nothing. just let the turret kill him. over and over. Bot lane fed 0/12 in 10 minutes between an Ashe and Lulu.

This game..... I deserved a little bit because of my pick. Team didn't ban ANY top laners or heavy mid carries, and I was first pick as Top. I went AP Rakan because I have a 68% win rate with him in all roles. Unfortunately, other team picked Camille. I played safe generally in lane, but died once at like level 4, because as soon as I used a W, Camille engaged got a successful Electrocute off, and Ignited me.
And then:
Jungler left game for 8 minutes. Bot mid hyper fed Camille on 2 Teleports. They got a freelo Herald because we had no jungler. MF just began running around map looking for Camille and gave up csing entirely. They feed Camille like 8 kills outright without any sort of retaliation whatsoever. And then blame me. MF ended game 0/12.
