All champs available in the practice tool?

I was thinking would it be great for anyone to play and practice a champ they don't own in the practice tool? I know I have friends that are some what new to the game and they are always not sure what champion to play or what champion they would like to play. Right now you can only play the ones that are free, but why wouldn't Riot allow them to keep testing/playing in the practice tool? I would think this would also solve the issue of some people flaming because they are not understanding their champions and/or champions on the opposite team. Thoughts?

It'd also be good for getting a feel of what a champion does before buying them so as not to have to waste refunds on a champion that they decide they don't like.

And test out skins before buying them

Actually a good idea, since you can only refund 3 purchases (like at all, no matter how much you spend on RP) this should help by giving new players and not so new players to test a champion before they buy it or wait for weekly rotation.

Practice tool has been out for so long , but I am curious why they didn't implement that in the first place ?

I love this idea.

HOTS does this. It is great to preview the play style of a Hero in HOTS, it eliminates buyer's remorse.

You could even do a game mode on ARAM map VS another player also testing out a Champion.
Of course no XP or BI for it, just a test drive.
