Wishlist for the upcoming Runes/Masteries System Merge Shenanigans

1. Armor: Those armor seals are extremely mandatory to the point where you only skip them for something else if you are sure to go against an enemy AP laner, and even then you might not do it anyway because of most junglers, minions and towers also dealing physical damage. Maybe you guys could boost the base armor of every champion overall because otherwise anything that gives early armor might become mandatory again. At lvl 1, base armor is sometimes super low compared to the base MR you get which is one of the reasons why armor seals are such a big deal in the first place.

2. More Options: You are an AP Champion and you are thinking about what to take for your marks . . . yeah you are going to take pen, rarely anything else. Hybpen has been dead ever since flat armor pen was turned into lethality ( and therefore didn't give you that early advantage anymore ) and only a few champions like Teemo and Kayle can go for attack speed instead whereas something like an Akali might go for AD. Every other AP champ MUST take pen, there are simply no other options because marks are catered a lot towards AD. There should be different slots for all champions and not only one thing that everyone must take no matter what.

3. Lots of Combinations: Currently, runes aren't really that diverse because of the limitations of IP and only up to 20 rune pages that aren't editable in champion select, whereas masteries don't have a lot of combinations because it's pretty much 1 of 9 keystones and then 12 points in a different tree. I want to feel like when I make a set of runes and masteries that it will be unique to my own specific playstyle and I want to get rewarded for finding cool combinations, not like I just rinse and repeat a page for broad champion groups. If you want to have some inspiration, Path of Exile and the older Diablo games have similar systems and they did a really awesome job with that.

CDR-Creep: CDR used to be something special and you only went for 40% if you had really great synergies with it. Nowadays not only do a lot more items have gotten CDR but CDR glyphs and quints have gotten much more popular aswell. Now that I'm leveling up this new account and don't have my trusty CDRperlvl glyphs and can't rely on that 10% at lvl 18, I have to actually think about if I actually want 40% or not. Maybe you guys could tone it down a bit in the new system and only have something special like the 5% overcap.

Note: Don't see this as "RITO PLEASE YOU HAVE TO DO THIS", it's more meant as some inspiration and to discuss what I don't like about the current runes and mastery systems. Now that you guys are actively working on it I thought it would be a nice opportunity to post this ( if any devs even see this at all ).
