Gameplay Consistency: Hurricane Bolts still proc Kennen W passive

With the 7.11 patch getting rid of cait headshot procs on hurricane bolts, I believe for consistency the bolts should not proc for Kennen's W. But as of 7.11 the procs still stack for Kennen's W
