Why give Garen armor pen?!?!

Hello, I would just like someone to explain to me why they gave a fighter that already had too much damage for how tanky he is, Armor pen. All Garen needs to build now is Black Cleaver and after the forth hit on his E will shred 55% of your armor. I see him doing damage that Rengar cant even keep up with and thats when Garen builds only BC and tank. Can someone explain as to why this buff was needed, From what I see he has become a pick or ban champion do too how easy any player can play him and carry.

~45% shred with cleaver.

and cleaver is inefficient on him now due to the multiplicative stacking.

the reason why they buffed him, was because he was weak. he still is, and probably needs more buffs.

If you're complaining about Garen being too strong, Garen isn't your issue.

Its your gameplay.

Tank items fall off late game and there are much more threatening lane opponents than him so no way is he op. You can't expect him to have no damage when he only has a brief silence for cc. He's not op, Volibear is still better.
