Why doesn't LoL have it lock in for you in draft and ranked?

I've had many problems with this before. It's that i dont pay attention or something like that and boom, i have to wait 15 minutes to get to play a New match. Honestly, having to wait 15 minutes because you're used to blind pick where it locks in for you is total bs. It's just not fair to have that happen because you're oblivious to whats happening. Think if enough People comment on this and stuff, Riot will see it and maybe do something about it?
