next year is 2018 and i see riot say when we buy 4 rune page and we get 1 free skin 1350 RP
so question i want ask is before i buy full rune page with RP so i can get Free skin or just now active ?

Pretty sure the cut off dates for everything were things like before or at the announced date. Check the announcements.
