Bard changes on pbe.

I don't like this buff, Bard is already incredibly quick with his chimes and good at catching people out. If he needs a buff, increase his base hp, he has the hitbox of a juggernuaut but is squishy af. Buffing his roaming is only buffing for high elo, I think someone at riot said "we should bring Bard back to lcs, he's fun to watch" or something. If I try roaming as support my adc is possibly...likely uh, going to get himself killed. Like if you do have time to roam he will push instead of freezing so he can get caught before you can return.
