Unranked players in Promotion Series

It must be a slow day today, because I had the same duo bot in back to back series games, that I actually played an hour plus apart. First it was Teemo ADC and Alistar (who went AFK at various times in the match) and then it was the same two guys when I got back on to play later. Once again, they had Teemo ADC and then Cho Support (with no support items). First game we had a great top and jungle so we powered through, but second game we got wrecked badly.

Afterwards, I see these guys aren't ranked at all and are going through promotion matches. Why are people in promotion matches in Promotion Series? Would it be that hard to prevent that from happening in matchmaking?

@Riot is there someone who has an explanation as to why this happens and what the implications would be to queue times if they made the adjustment that unranked people can't be on teams where someone is in promotion series?
