Ranked Play Requirements?

Since Solo Que has become Crap, well always has been with feeders, trolls, afkers, newbies ect......Why not make Ranked play requirements? For Example. Player must own a certain amount of champions. Player must have played each champion 25 or more times in normal mode before allowing that player to play that Champion in ranked. Would get rid of the "O it's my first time fizz is ranked". Find a way to control that every player knows how to play EVERY position before playing ranked! To get rid of The "MID Only OR feed" idiots. Just a thought. But probably help out solo que players a lot.
