The nerfs it got in season 5 and 6(which imo were pretty big) made 
ult so much more valuable. So if it get's buffed, ult will have less power by comparison as other toplaners will be able to somewhat keep up with him. As for the +
combo, most shens use tp to get back to lane after they ult as a without ult is pretty meh so it won't be that big of a deal.
I don't like bot lane, but they have enough problems right now. They don't need teleport ganks to be so common again.

I have enough shit to deal at bot lane between dealing with ap ''supports'', 4 man gank, and having to rush these 2 
dumbass items after Sighstone, boots and the support item.
If you want to nerf Shen, nerf something in his ult and revert anything else, that's it.
(Everything I say about balance is about pro play) TP was nerfed because double TP was the only good strategy, removing most mid champions who couldn't use TP because of reliance on another summoner. Top laners are still taking it every game, it's mid that TP is trying to be balanced for, which it's pretty good right now.
Give his ult an energy cost. Make it so he can't spam all of his spells after he finishes the channel, unless he hits a big Taunt first.
This lowers the strength of the 2v4 botlane turret dives when he and Rengar dual ult on the lvl5 adc/support. Do something of that sort. It doesn't stop his LCS big plays moments when he ult taunts into a teamfight.
Why exactly is Shen considered broken? He hasn't changed that I'm aware... Of course I haven't been looking for him much in patch notes.
