3-1 surrender vote fails

you have to have 4-1 votes

you still have 5 people connected but 1 guy didn't wanna select a vote.

cause riot system cant handle it when a match is surrendered rather then lost so it want to just make you sit through the next 20 mins tell the enemy team decides to end it, is how i see it since you always get 2 people that have fun running out of the base and fight for all of 1 sec and die almost instantly to enemy team
