Fuck no this champ is broken, place him once and you'll see what I mean. I have not won a single ranked game against nocturne yet.

Who's even asking for Nocturne buffs? This is the first I've heard of it. He's fine where he is. He's not overpowered like you're claiming, but he's not weak either.
He's good at abusing newbies, I thought he was OP the first times I encountered him as a new player too.
I believe Nocturne needs some nonsensical changes made to him reverted, but his Ultimate range isn't one of them as some people have been requesting recently.
The one thing I would 'buff' about Nocturne is getting rid of the needless mana gating of his kit. His W shouldn't have a mana cost. Period. At the very least, the cost should be refunded if it blocks a spell. His ultimate's Mana cost should be 100/80/60 mana because it should really only gate his early-to-mid game. His E should have a flat 60 mana cost.
Nocturne could be a really solid Mid/Jungler at High Elo as an Assassin (IE + Ghostblade is pretty disgusting on him) if his mana costs weren't so absurd. Leave everything in his kit exactly the same, just get rid of the stupid mana gating that Riot has finally realized doesn't work because Champiosn either become feast or famine, or items such as Doran's Ring (x2), Tear and Chalice simply negate it.

Lvl 27, hmmm? Probably a smurf but seems weird to post on your smurf about a ranked game. I don't think he is super strong, Rek'Sai does everything he can but better :/
