Riot can we ban people who just start using a champ in ranked?

What I mean is, do not allow them to play in ranked until they have EX amount of hours or game play on that champ? I am sure many here can agree? I am sick of people buying a champ, thinking they are that good, and jump into ranked only to feed and cost us the match. And those who don't like this sorry you;re just a troll and should not be in ranked with new champs.
