They're not using it because they don't want to.
I know it must shocking to you, but some people don't want vocal communication with other people.
Do you know CurseVoice was 'illegal' for a while? If you had it installed, it automatically put everyone into a voice chatroom. It FORCED you to chat like this (to my knowledge it still does this with WoW. I've had to leave it when entering a battleground a few times). Riot didn't like that players were being forced into an environment they couldn't police, so CV had to change the way their program worked or anyone found using it would be banned.
Why would Riot add their own version of this?

The last time I had this conversation about Riot needing their own voicechat service, the guy refused to give any reasons and just continued repeating 'Because it needs one!'

On the game there are many times you need to say to your team m8s something when by typing this will take you too much for example why would you go for an inhi instead of free baron or to say them you saw the jgler somewhere in map. or you need some extra cs from the lane for a spike item or who to focus on a tense teamfigth and many more you can imagine where the ping system aint enough.

I use skype when playing 5s or duo with friends, and I used Curse Voice heavily when it was first released. People just stopped using it over time, but it's still an option.
Riot does not NEED their own voice program with Curse Voice still operational.

That's irrelevant.
Curse Voice exists. Start linking a chatroom when you enter champ select and see if people take it. Riot can't force people to use a chat service.

DorkunedAuras1 votesI've never had any trouble with yi ever since I learned that CC can just destroy him utterly. He is not a threatening champion unless your team makes him that way. an on level yi is easily stopped. Yes he can snowball, but is he any worse than any other melee adc?
