Here is my list

Reasons:

Hella broken champions / Too hard to balance Champions like Ryze, Aphelios, Kalista, Kaisa, Xayah, Zoe, Sylas?
Outdated champions / Dead Champions Champions like Skarner, Fiddlesticks, Volibear, Rammus, Mundo, Rek'sai, Illaoi, Lissandra, Aurelion Sol...
No counterplay / Unhealthy Champions like Vlad, Illaoi, Fiora, Malphite, Garen, Ornn, Heimerdinger, Nasus...

assasins then most likely bruisers and then every champ release after season 5 that has enough abilities/effects to create 3 champs before season 6.

Assassins. Everyone labeled an assassin. Everyone that gets played as an assassin. Everyone that is built as an assassin. The entire concept of being allowed to 100-0 without a very substantial lead needs to be removed. The idea of no-risk, high reward shouldn't exist. The ability to burst without counterplay is unbalanceable.

Just wondering, why do you have Janna on that list? She's certainly balanceable, has a good bit of counterplay, and she is outdated but her kit still works just fine

As for my list... Talon Yasuo

It's not fun to be one shot and then just watch your killer jump away, and yasou is just stupidly overloaded

Otherwise I'm pretty sure that pretty much every champion can be balanced

Vladimir , Ezreal and Pyke .

I have a lot of issues with a lot of champs. But I can handle that. These 3, not so much.

Vladimir - The reason spell vamp was pretty much removed, AP tanks will never be any good due to him, probably a key reason on why AP itemization is shit. He basically ruined a class and is overall toxic for the game.

Ezreal - Every time a new item for support/AP or Rune, etc. is introduced, he abuses it and makes it impossible to play against.

These 2 champs are so fragile, they ruin other champs in their classes if anything is done with items or runes. They are overall toxic to the game environment. Either they need special restrictions placed on them, or complete re hauls.

Pyke - A assassin support with a hook, stealth, dash, stun, execute, self heal and gold giving on kill should never have be introduced or even thought of.

Most of them are cancer to play against, mainly the "useless immobile champs" like Nasus or Garen. Others like Velkoz are so forgiving, 0 mana waste, low CD and able to one shot in the moment you hit something. Lulu is just cancer
