Azir's E rework idea

I wanted to share some ideas with you guys and hope Riot will see this so lets start.

As we know Azir is an Emperor and his whole idea is to command soldiers to attack instead of attacking himself and he's also a marksman that should always think about his positioning. But his Shurima Shuffle always puts him in danger by "insecing" his opponent(s) in order to kill them. That looks cool, I must admit it, and feels good to insec a whole team but... Does it fit his idea of an Emperor? I mean, why would you rush in the middle of an enemy team as a squishy champion? You're not Malphite. Why would you put yourself in danger? It's obvious that you should think twice if you can do Shurima Shuffle and don't do it mindlessly but... It would be much better to have something different...

Im talking here about his E ability - Shifting Sands. At the moment this ability can be used to escape, to dodge something, to make some plays with a full combo and your ultimate. But.. what if it will be vice versa? What if E will command soldiers to dash to Azir's position and if they hit an enemy champion they will do damage, stop moving and grant a shield to Azir or maybe no shield at all. In my opinion it fits his idea of commanding soldiers and being an Emperor much better than rushing in the middle of a fight. Ofcourse it will completely remove his Shurima Shuffle and leave his ultimate to be a self-peeling and zoning ability but... Is it THAT bad? Ofcourse because of that he will have no escapes but... many marksmen have no abilities to escape besides flash. It will make him immobile but instead will make his soldiers more mobile and will make positioning soldiers easier.

So here's my idea, hope you guys liked it, maybe you didn't but everyone has an opinion. Leave a comment below to let me know if some of you liked that or not. Just let me know your opinion as well.

This would break 75% of Azir's combos and plummet his already bad winrate from lack of safety.
