duo queue in solo/duo?

Riot, I don't understand the logic behind your matchmaking. I literally get matched with people who don't know what peel, gank, or really any game terminology is. It's like they sat down down on a computer an said" O hey, League of Legends, this game looks fun. Ranked solo/duo, I guess I'll play that". Thus begins the feed-a-thon that unfolds whenever I play ranked. According to na.gg.op we get punished or jacked up mmr from duo queue-ing too much... I understand it shouldn't be the same for duo queue, but do I really have to play with people who don't even understand the basics? it seems implausible that som1 can be that stupid, even at such a low elo... I really don't get it. Why even put duo as an option if we get punished for it? Last season I solo carried myself from b5 to s5 in less then a month's time... this season I've had the hardest time just getting out of bronze 3 whether solo or duo, both seem to have it in for me... I'd really just like some insight as to why or how the ranked matchmaker works in solo/duo. I think I might have an easier time with ranked if I understood the big picture. Anyone that's gonna say something like "don't suck" pls don't waste your time. Got better things to do then read your cute little post u like to leave on the forum's
