Ashe and Hurricane almost certainly unintentional interaction.

Played around with Ashe in a custom today, bought a hurricane on her. When Ranger's Focus is active, Hurricane's secondary bolts are based on the damage of one of the mini arrows she fires, greatly reducing the damage of the bolts (roughly one 4th their usual damage). This is easily testable in a custom game.

EDIT: I should add that I suspect the problem is that Hurricane only fires a single bolt on attack during Ranger's Focus, rather than the 5 shots, so the single bolt is very weak.

Why would they do this though, especially on a recommended item. I could see some logic of 'It's Ranger's Focus, so you're focused on one target', but it basically render's Hurricane useless during your main steroid. There is no reason take it over Shiv as a result.

It renders it useless because it provides roughly the same stats as Shiv (A whole 5% more attack speed), at the same price, but without the Hurricane effect. You have no incentive to take this over Shiv.

Yeah, you get the hurricane effect, but the damage get reduced by an enormous amount. That my whole point. During Ranger's Focus, your Hurricane bolts drops to about 1/4th their usual damage, completely gimping them.

No they don't, which I suspect is the whole problem. Hurricane is only shooting a single bolt atm, rather than 5.

Meh, don't see the problem, I get hurricane on Ashe all the time, even before the recent changes and it works just fine, she melts multiple targets with ease if they don't jump on her all the same.

My guess would be since Ranger focus is meant to be single target, so while you still get the Hurricane effect its greatly diminished. Would be a bit broken if even at roughly 25% the normal shot if all the mini ones also had several bolts following them.

It's not intentional. Hurricane bolts on Ashe used have all 5 shots hit during Q, but it's bugged this patch for some reason and only doing the damage of 1 arrow, as you said.
