Spikes??

Okay, so for the past couple of days I've been experiencing some weirdness on the rift. No matter what champ, in what game mode, in what position, I've been having these weird like 2 second lag spikes. My internet's fine, never drop below 65 fps and never hit more than 20 ping. Yet, at random times in games, sometimes in team fights or right after I get a kill, sometimes even just running into lane. My champ just stops moving, I cant use a skill shot, cant move from spot. Is anyone else getting this? Is it rito? Because I highly doubt it's me at the moment.
