Reportable?

If I get jungle and want to try Ivern but the adc locks it first for the support and I dodge is that reportable? The adc and support both said they would if I dodged.

you cant report someone after they dodge, only if they complete the game

First off, as mentioned before, they can't report without an end game screen. Second, it's a perfectly viable thing to dodge games and that 100% isn't a reportable offense. I just dodged a game because our support tried to steal top lane and banned our top laner's pick. In ranked, you'll lose some LP, but dodging is a perfectly alright thing to do. It might anger some people, but it's not against the rules and it is actually a viable strategy to climb the ladder. If you're in a ranked lobby and you can tell that the game is gonna go poorly before you even get out of the champ select, dodge it once a day and you won't lose enough LP to care. And in normals, there's nothing keeping you from dodging if you're alright with waiting a few minutes, which will ensure that you don't get the guy that was the reason you dodged in the first place anyway.
