Smurfs in pre lvl 30 blind pick

I don't post on here often but I had to come on here to share my opinion because smurfs are a huge issue in pre 30 games right now. My friend who has a lvl 19 acc basically doesn't want to play anymore because every time he plays a game he plays against at least one or two smurfs and it's not even fun anymore for him. I just watched him play and get destroyed by a team with two smurfs and two lvl 30 acc's while his team maybe had two smurfs and two new players and it was so frustrating to help him because there was nothing he could do and he can't even improve. I know smurfs have always been an issue but I want to know what riot is going to do about it...
