I'm sorry they destroyed your champ, leaving him at the lowest win ratios in the game along side with kali and azir. Sorry they nerfed his overall single and AOE damage but mechanically made him a bit more fun to play, making his assassinations mostly unsuccessful midgame and almost impossible lategame.

Sorry he wasnt one of the successful reworks (lbl , rengo, kata..) and he'll be forgotten or probably be gutted more since most people hate his mobility.

His win rate is low because him along with kat players fail to learn how to replay him and just instantly JOIN Rank and get crapped on. Talon can still delete ADCS and squishy people but they continue to expect to just thinking they can walk through anything.

It's not that some of those champs are bad it's just that their playrate SKYROCKETED and people just don't know how to play em. Naturally that would mean more losses than wins.
