Hextech in TFT

First, what's the point of hardly collecting items when someone can easily block them? Also 8s is way too long! Average fight is around 15-20s which means that items are useless for more then (almost) a half of battle time. This is a game of tactics. You are not getting items, so you try to collect Hextech to balance your team's strength with opponents'. We are all eventually going to get some items and being unreal strong with just 2 Hextech champions.
