Didn't his voidspikes damage just get nerf in the last patch? Honestly, no one is really complaining that khazix is op. People even said he was "dead" after patch 4.9. Ever since then hes been getting consecutive nerfs and the only buff he got was a 15(maxed rank) damage buff to his q which now does peanut damage anyway.

Seeing as how he came back from that to be one of the top 3 competitive junglers, it would seem they were a bit hasty on that pronouncement. Like they were after the first nerf/reworking. Or the second. Or the third.
Kha is still strong right now. He's a strong jungler. He's unlikely to be squashed by this, although he is rapidly starting to fall out of the top-tier.

Not until he stop having as much utility as a damn support for an assassin.
I think this could have a depressingly noticeable impact on my first clear speed and sustain.. And I already feel like kha is relatively behind for jungle sustain, well, that and all the other things he does.
Still wish they'd give us a reason to level/evolve Q above W instead of just nerfing W. =/
