@Riot, @Meddler ---To Riot LOL Champion Designer: Please Rework RYZE Again

hi, guys, good to see you all.
I am a new LoL player, I just started playing LOL since last month (December).
I have been playing Ryze for most of the time (90%) .
He is a free and powerful champion , and that's why I chose him as my main.
However, he is not easy to master. There are a lot techniques and combos that I have to learn in order to play him well.
I spent lot of times to study him like finding guides and builds that suits him.
I know he had been reworked for a few times because he was too powerful back then.
but here's the thing I found out after I looking for Ryze's stats:

With such high Popularity yet low win-rate (NOT even over 45%) after the new rework, I sincerely hope any LOL champion designers could read my message and take an examination on Ryze. Objectively speaking, it's easier to master Ryze then champions like Yasuo, Riven. But why the win-rate of Ryze is unreasonably low?
As above-mentioned, Ryze is a powerful champion, but he got some serious cons as well:

The win-rate of Ryze reaches 50% only after 40min+. And right now most of the games ends within 30-40 mins. Even an experienced player might need at least 25-30mins to farm and develop Ryze. That means most Ryze players can't fully engage fight and AOE until late game , not to mention get killed/ganked in the mid-game which hinder ryze's development. -
Having an embarrassing ultimate- Real Warp- Lv1 distance-1750m Lv2 distance-3000m 2s for delay if Ryze is having level 1 Real warp, he is basically can't kill an escaping champion by himself because of the 2s delay and very short teleporting distance. Any opponent champions can just run or flash to Even ryze has a level 2 real warp, he can't gank/chase top/bot opponents if he is in mid-lane because he can only reach half distance .
Right now, I have heard Riot is having a discussion on reworking champions like Rek'sai , Irelia and , unfortunately, Ryze is one of them. Riot, please, this time does give Ryze a good rework instead of making his root (w) as projector.. please.\
