I hate when I have no wifi and just want to play League of Legends I wish there was an offline mode where we could play against bots or just practice using new champions

I think practice tool should be offline. As long as you have the last patch downloaded to should not be a problem.

To make the practice tool work offline you've got to distribute a copy of the League of Legends server, modified to work on Windows/Mac OS, with every single patch. That's a lot of extra testing (and a lot of extra download time) for a feature most players don't need or wouldn't use. Additionally, the risk of hackers reverse engineering how the server works and how to exploit it in the multiplayer game goes up.

so you're saying that it would be difficult and stupid to make it offline?
