Damage reduction lowered from 16/22/28/34/40 to 8/11/14/17/20 Cooldown increased from 10s to 15s Mana cost increased from 20 to 40

Doesn't she gets mana refunds from killing units with her Q? Being oom easily is too much of a stretch.

If you played Annie properly than these changes are good, if u just used your E exclusively to build charges than thats on you.
