Precision talent
It says Gain 3 + .3 per level magic and armor penetration. I guess my question is, why word it that way when it does 3 + (0.3 per level) pen. Seems weird. Also, it's virtually nothing in the long run.

It is actually nothing at all, it should be purely focused on magic pen and grant better numbers.
It outperforms the %pen for anyone with less than 120 armor or MR. It absolutely shreds squishies if you stack more flat pen elsewhere.
