Runes making the game pay to win.
Title. Especially limited rune pages, since I can't have more then 2 types of champions. Write ideas and opinions.

Runes are buyable ONLY with IP, thereby play to earn them, not pay.. Rune pages are buyable with IP or RP, and you're given two for free. I see nothing pay to win here.
No part of this game is Pay to Win.. unless you do some shady business with boosting and account buying. But with those you're doing yourself a disservice. Like Oh Look A Diana mentioned runes are IP only. IP is gained by playing... not paying (unless aforementioned action is taken).
By the time you have a nuanced understanding of the game (on your first account anyway) you should have earned more than enough IP to buy a few pages and full rune sets for several playstyles.
Regardless, I play casually and 3 pages is basically all I need. I Play with Silvers and Golds often. The runes play a very small role in whether I win or not.
