What if they moved the no tower plate tower to top lane?

It would likely switch the duo lane ADC + Support to top and top to bot giving top side of map control: early pushing power and some what latter with herald (even with the huge nerfs it got) and bot side: scaling power with dragons that way the game is not only played around bot for both
