Under Level 30's In ranked ruin game.

So I was ranking up today when I saw that our lux support had no keystone mastery. So I go on op.gg and see that she is level 27. I first I think its a glitch, so I ask her whats up with the mastery and what level she is. Sure enough she was level 27. So throughout this ranked game as support she; didnt buy a gold item ( so she made barely anything in gold), she bought lichbane but never auto'ed after abilities, she didn't last hit cs for days, and much more along with giving the enemy many kills. So what I just want to ask is...... How the actual f*ck can level 27 play ranked and waste 30 minutes of my time because we are playing 4v5 while she hands them gold. Please tell me this is a joke, or that the high guy at riot made this part of the game mode.

Edit: After further looking into it seemed even after the renew and refresh that they werent up to date, but at same time still makes me wonder how she got level 30 without knowing what a gold item is as support.
