I can usually deal with Urgot decently well as Garen. You just have to play it safe and farm up, go for short trades early. If you do enough short trades you can poke him down enough to eventually kill him or force him to back. You do have to make sure you w or dodge his e though, or else you'll take too much damage from his w.
